I've had neighbors like this and it's always the same old song, they say things like "I have my rights, I pay rent here, blah blah blah" You can't make them see reason because they are invariably idiots. I had one neighbor who decided to run a bath and forget about it, causing parts of my ceiling to get soggy and fall in, he answered the door after a half hour and was all apologies, but continued to still be an idiot in various ways. Unfortunately, you get an apartment, you run the rist of living next to jackasses who are so entitled they don't believe they owe you even the smallest amount of decency. It get's no better if you get a house really. We live in a world where people are horrible and have no accountability.
